本研究透過「行動研究」的方法，探討研究者身為行政人員如何規劃全校性讀報教育計畫，輔以關懷倫理學精神內涵，進行桃園縣晴天(化名)國小讀報教育之歷程與成效。

本研究有四個研究目的：第一是瞭解讀報教育(NIE)的功能並歸納整理出其核心內容；第二是透過歸納出來的讀報教育核心內容，擬定全校性讀報教育之實施策略；第三是瞭解參與全校性讀報教育的師生的反應與回饋；第四是增進研究者對自己行政與教育專業之成長，以及教育信念之反思。

本行動研究自九十六年九月至九十八年七月，歷時約兩年，參與對象為桃園縣晴天國小一至六年級全體教師、學生及家長。本行動研究期共分為兩期，行動研究第一期依據「補充現有教材」、「增進語文能力」、「養成批判能力」三大目標設計相關教學活動，目的在推廣讀報教育，並進行檢討改進。九十八年二月至九十八年五月為行動研究第二期，加入「增進關懷素養」的目標並以其為主軸，讓本研究更加豐富且多元。九十八年六月至九十八年七月為省思討論期，透過訪談紀錄的整理與全校師生問卷的分析，提出研究結果並進行討論。

研究者參酌Noddings的關懷倫理學以及Tronto的社會關懷實踐，提出本研究之結論，其中包含偏讀國小讀報教育實施成效以及教學層面和行政層面的省思部份，最後綜合結論提出建議，提供教師及日後相關研究做參考：

This study based on a action research on the subject of an NIE (Newspaper in Education)project within whole school which planned and enforced by the researcher as a administrator of “Sunshine Elementary School of Taoyuan prefecture (under an assumed name.)”.The NIE activities in Sunshine Elementary School is according to the intension of the ethics of care. This study including its progression and achievements.
This study has four purposes as below.
First, analyze the NIE’s functions to the subject school pupil and induce the core contents of the NIE program. Second, draw up a preliminary plan.
Third, analyze participant’s reactions and responses. Fourth, researcher attempts to enhance both his administrative skills and educational skills through the investigation, in addition, introspection to his educational conviction.
The profession moves a research from 96 September, years to 98 in July,
year and lasts about two years, participation object is a clear sky elementary school in Taoyuan County grade 1-6 all teacher, student and parent.The profession moves a research to expect to totally be divided into two to expect and act research the first period designs a related teaching activity according to"add existing teaching material", "promote language proficiency" and"develop judgment ability" three greatest targets, the purpose reads report education in the expansion, and carries on self-criticism to improve.Is actions research Issue 2 to 98 May, years for 98 February, years, join the target of "promote concern cultivated manners" and take it as a principal axis, let this research be getting more abundant and diverse.Is inspections to discuss a period to 98 July, year for 98 June, years, through interview the sorting of the record and the analysis of the whole school teachers and the students' questionnaire, put forth research result and carry on a discussion.
Researcher has done an examination follow the theory with “ethics of care” by Noddings and “community concern” by Tronto., among them, the containment be partial to read that the elementary school reads the inspection part of report education implement result and teaching level and administration level and finally synthesizes conclusion to put forth a suggestion and provides a teacher and the related research does a reference in the days to come:
