本研究旨在參考美國教育評鑑標準聯合委員會於2010年所發展之第三版「方案評鑑標準」，據以評估臺北市國民中學校務評鑑的實施成效。
本研究採用問卷調查法，編製「臺北市國民中學校務評鑑品質調查問卷」為研究工具，以臺北市96至98學年度受評之公私立國民中學為調查對象，共寄發564份問卷，回收有效樣本470份。問卷調查所得資料，以描述統計、單因子多變量變異數分析、t 考驗、單因子變異數分析及重複量數單因子變異數等統計方法進行分析。根據研究結果，獲致以下結論：
一、臺北市國民中學校務評鑑「符合」後設評鑑標準。
二、臺北市國民中學校務評鑑最符合「可行性」及「適切性」標準，其次依序為「績效性」、「精確性」、「效用性」。
三、臺北市國民中學校務評鑑實施成效高低互異，存有值得肯定與待改善之處。
四、不同學校種類之填答者，「私立學校」符合程度高於「公立學校」。
五、不同工作職務之填答者，「主任」符合程度均高於「組長」、「導師」及「科任教師」。
六、不同服務年資之填答者，對整體及5大類標準符合程度看法較為不一致。
七、不同學校規模及受評學年度之填答者，對臺北市國民中學校務評鑑符合後設評鑑標準之看法較為一致。
八、受評國民中學教育人員對校務評鑑符合後設評鑑5大類標準及次標準之看法較為不一致。
最後根據研究結論，分別針對教育行政機關、評鑑業務承辦單位、學校及未來研究者提出建議，俾供參考。

The purpose of this study is to refer to the third edition of the program evaluation standards which developed by Joint Committee on Standards of Education in 2010, and then to assess the implementation of the junior high school evaluation in Taipei city.
The study adopted questionnaire survey, and the tool was “Questionnaire of junior high school evaluation quality in Taipei city”. The research subjects were based on both public and private junior high schools implementing school evaluation in the 2007-2009 academic years in Taipei. There are 564 questionnaires being sent and valid feed-back samples are 470.Data were analyzed by the descriptive statistics, one-way MANOVA, t-test, one-way ANOVA, and Repeated measures one-way ANOVA. The major findings were as follows:
1.The Taipei city Junior high school evaluation “conforms” to the meta-evaluation standards.
2.The order for the conformation of the Taipei city junior high school evaluation were “feasibility standards,” “propriety standards,” “evaluation accountability standards,” “ accuracy standards,” “utility standards.”
3.The effectiveness of the Taipei city junior high school evaluation was different, and it still has improvement space.
4.The respondents were in different kind of school, “private schools” consistent than “public schools”.
5.The respondents had different working positions, the "Officer" consistent than the "chief," "mentor," and "subject teachers".
6.The respondents had different working years, their opinions differ on the conformation of entirety and Five major categories of standards.
7.The respondents in different school sizes and in different evaluation school years, more consistent views on the Taipei city junior high school evaluation in line with meta-evaluation standards.
8.The appraise junior high school educators’ opinions differ on the conformation of school evaluation in line with five major categories of meta-evaluation standards and sub-standards.
Finally, some suggestions based on the conclusions are proposed to the educational administration authorities, evaluation business Sponsor, school and future researchers.
