The purpose of this study is to explore the development of Taipei elementary school library instruction materials, and teachers’ use of the materials, survey findings are as follows: 1. Only 37.1% of Taipei elementary schools develop the library instruction materials, and the developed teaching material types are mainly “learning manuals” and “multi-media”. The motivations in developing the teaching materials are to elevate teachers’ and students’ abilities to make good use of libraries, and, to promote profound reading programs. Those who participate mainly in the development of library instruction materials are equipment section leaders, academic affairs chiefs and volunteering parents. It is also common to see schools work with volunteering parents to edit teaching materials. 2. 64.7% of Taipei elementary school teachers have never used library instruction materials, and 51.1% of them do not quite understand about the materials. In terms of the selection of library teaching materials, electronic multi-media and reading guidance materials are favored. The units most frequently taught by teachers are “library orientation” and “reading instruction”. Frequent integration of library use instruction materials were seen in Mandarin language teaching, assignment design, and reading instruction. 3.Taipei elementary school teachers from different backgrounds do not have significant variance in the use of library instruction teaching materials. 4.Taipei elementary school teachers do not have strong demand for the use of “standard teaching materials” in the implementation of library instruction. It will be more appropriate for schools and civic education counseling groups to work together for better library instruction materials. Manpower shortfall in developing library instruction materials is a problem for 79.3% of the schools. 5. 55.8% Taipei elementary school teachers often run into the problem of insufficient class time for the use of library instruction materials. Teachers also anticipate that in the future the library instruction materials will be integrated into content areas and multi-media .
